Last year, the City of Hayward adopted a smokefree policy that includes outdoor areas. Following that, the HARD board of directors began the process of amending its rules and regulations to be consistent with City's.
Previously, there were no restrictions on tobacco use at the rodeo, which had an exemption from HARD's policy restricting smoking at most of its properties. Buck Tobacco worked with community partners including the , the , the , and young people to convince HARD to specifically include the rodeo in the expanded tobacco policy. The group testified at several HARD board meetings in response to the rodeo's concerns about restricting tobacco use during the event.
On March 23, HARD voted to prohibit smoking on all district properties, and to establish designated smoking areas at the rodeo. The policy is planned to take effect in time for the May 2009 rodeo, and an announcement will be included in the rodeo program.

The Buck Tobacco Sponsorship Project team would
like to see rodeos continue to grow and flourish. Rodeos are important
community events, they celebrate physical fitness, and they're
fun for the whole family. We hope that due to rodeo's growing
popularity, more healthy sponsors will be attracted to the sport.
Buck Tobacco's goal is to break the ties between
tobacco companies and rodeos because it is not appropriate for
tobacco products to be advertised and distributed at family-oriented
sporting events. Spit tobacco causes cancer and heart disease
and is very addictive, but tobacco ads and the distribution of
free samples send a message to youth and adults that tobacco use
is a good idea. Tobacco just doesn't belong in any sporting event
where tough, fit athletes compete.
Pace Picante salsa, Wrangler jeans, and Justin
Boots are just a few examples of the family-friendly sponsors
that now support rodeo. NASCAR is thriving without the Winston
Cup title sponsorship, which has been replaced by Nextel phones.
Rodeos don't need tobacco money, either.
We are aware that unfortunately, some people
have associated Buck Tobacco with animal welfare activists. However,
Buck Tobacco has NO relationship with animal welfare activists
or anyone else who wants to shut down rodeos. Buck Tobacco is
supported by rodeo contestants and rodeo queens who want to see
healthy messages at these events.

Funding from the Robert Wood Johnson Foundation's Tobacco Policy Change
program (), the
Small Innovative
Grants Program, and a settlement negotiated by the City and County of San
Francisco and the Environmental Law Foundation support a new Regional
Tobacco-Free Rodeo Project (RTFRP) at the Public Health Institute. The
RTFRP will work to restrict tobacco sponsorship at specific rodeos in Idaho,

Funding from the
Small Innovative Grants Program supports the National Tobacco-Free Rodeo
Project (NFTRP), the first coordinated national effort to restrict tobacco
sponsorship of rodeos. The project is building a national coalition of
tobacco-free rodeo advocates, and provides technical assistance and
networking resources to support tobacco-free rodeo campaigns. For more

With funding from Proposition 99, the California Statewide Buck Tobacco Sponsorship Project ("Buck Tobacco") is working to develop new tools to address tobacco sponsorship of California rodeos.
