Two tools have been developed by the Technical Assistance Legal Center (TALC) to help communities ban the distribution of free tobacco products and coupons at events sponsored by the tobacco industry. Although both are designed for California communities, they can be adapted for use in other states.

New report on tobacco sampling in California,
prepared by Buck Tobacco in collaboration with the Technical Assistance
Legal Center (TALC) and the Project SMART (Sponsorship Mission: Avoid
Reliance on Tobacco) Money workgroup of the California Tobacco Control
Program. The report includes information about the impact of tobacco
sampling on California communities; current legal restrictions on
tobacco sampling; and what local advocates can do to further restrict
tobacco sampling in their communities.

sampling efforts, details about the state law on sampling and a case
study of the successful campaign for a strong sampling ordinance in
Chico.
